This is a Bussmann LP-CC-3 Low-Peak Ultimate Protection dual-element time-delay Class CC fuse, rated 3 amps. It's new, open box. The end caps show light scuffing and storage marks from handling, and the fuse has never been installed.

DC rated 150 VDC with 20 kA interrupting rating, as labeled
Dual-element time-delay rides through motor and transformer inrush (12 seconds minimum at 200% of rating)
